相反，恰恰是美国利用技术霸权将窃听和监控的触角伸向包括盟友在内的世界各国。这样一个满身污点的“黑客帝国”，有什么资格谈建立“清洁网络”？
不惜牺牲美国企业利益、不惜透支美国国际信誉，美国政客强推“清洁网络”计划背后，说到底不过是为了政治私利。
先看第一句。
相反，恰恰是美国利用技术霸权将窃听和监控的触角伸向包括盟友在内的世界各国。
“触角”，比较隐喻的手法，可以直译，stretch its eavesdropping and surveillance tentacles；也可以隐去不译，重点落在体现更核心的动作“窃听和监控”。
“利用技术霸权”，这个“利用”相比于“窃听和监控”而言并不是很重要的动作。
我们之前在翻译群里也讲过，中文的一些大动作可以藏在英文小介词里，这样能突出句子的重点，不会让句子挂满实意动词而显得很重。
此处“利用”可以理解为with..., 或“通过”through，也就是：with/through its technological hegemony。
组句方面，可以用“美国”作主语：
The U.S. is the one eavesdropping and monitoring the whole world, even its allies, with its technological hegemony.
“相反，恰恰”这样的词是为了和前文形成对比，你一直说是我怎样怎样，太好笑了吧，恰恰是你在作妖啊，句首加个Ridiculously：
Ridiculously, the U.S. is the one eavesdropping and monitoring the whole world, even its allies, with its technological hegemony.
也可以用“事实”做主语，整个框架The fact is that...：
The fact is that the U.S. is stretching its eavesdropping and surveillance tentacles through technological hegemony to every corner around the world.
“包括盟友在内”可以另起一句：
Even its allies are not spared.
就连盟友也不放过。
第二句
这样一个满身污点的“黑客帝国”，有什么资格谈建立“清洁网络”？
“黑客帝国”是引用那部很有名的电影The Matrix，但中文引用了，不代表英文名称也可以直接套用，因为matrix并不能准确表达原中文想要表达的含义。可以照字面直译the empire of hackers；
“满身误点的”，可以选类似“臭名昭著”的词，比如notorious, infamous，注意infamous并不是不出名哦。
“有什么资格……”，这句话瞬间让我想起了中国外交天团的王之蔑视。比如：
美方有什么资格说三道四？
Is the US in any way qualified to utter wanton comments on that?
美方有什么资格干扰、抹黑中澳合作？
What makes them think that they have the right to disrupt and tarnish China-Australia cooperation?
他们有什么资格？
Why on earth does it feel so entitled to do so?
以上这三句都摘自外交部发言人每日记者会，从中我们可以总结出这种问句的句式：
Is sb. in any way qualified to do sth.?
What makes sb. think that he/she/they have the right to do sth.?
Why on earth does sb. Feel so entitled to do sth.?
这句话的译文就出来啦：
Is the notorious “empire of hackers” in any way qualified to “clean the network”?/to talk about building a “clean network”?
Being an infamous “empire of hackers”, why on earth does it feel so entitled to build a “clean network”?
第三句
不惜牺牲美国企业利益、不惜透支美国国际信誉，美国政客强推“清洁网络”计划背后，说到底不过是为了政治私利。
“不惜牺牲”、“不惜透支”，这两个部分也可以合并。可以用介词词组做状语at the cost/expense of ...，可以做状语的还有putting ... at (serious) risk。这样一来，其实也把“牺牲”+“透支”打包到一起塞到这些词组里了。
“强推”，可以是preach, 还有一个词很形象，bulldoze，本意就是用推土机推，引申为“强行通过”，比如：
He bulldozed his way to victory. 他一路过关斩将，取得了最后胜利。
They bulldozed the tax through Parliament. 他们使税收提案在议会强行通过。
组句方面，我们可以先选择最简单的“美国政客”做主语，先表达美国的做法：
The U.S. politicians are preaching the program even at the cost of their domestic businesses and the U.S. reputation in the international community.
然后另起一句，翻译“说到底不过是为了政治私利”：
It is essentially about political gain. /The ultimate goal is about political gain.
也可以揉进一句话里，美国政客在这个项目里看到了政治私利，所以强推，哪怕牺牲……，这样的逻辑线也蛮顺的：
The U.S. politicians see political gain in the program and they bulldoze it through even it means damaging the interests of domestic companies and putting the U.S. reputation in the international community at serious risk.
又或者我们把“为了”装在介词behind里：
Behind the much-preached program is the appetite of the U.S. politicians for political gain.
然后另起一句，哪怕不惜搭上公司利益和国际声誉：
Even it means damaging the interests of its companies and putting the its reputation in the international community at serious risk.
